weapon skinning problems

I'm creating a weapon model, the geometry of it is fine, but the skin does not show up.

I've specified a skin, but qdata requires a .lbm file.

I have texpaint, but it refuses to load properly. I think it requires OpenGL so for some
reason it doesn't want to run, i'm runnt NT4.0 by the way.

I've placed a dummy .lbm file in the directory that came in the zip file called mod.zip.

qdata is happy with this file, but in quake2 the weapon model does not appear and I
get a missing texture error. I assume that this happens because the dummy .lbm file is
nowhere near the right dimensions for my weapon model.

I've tried Paint shop pro, SEA image viewer, texpaint. None of these provide solutions.

is there any way around this problem?
