You can try this. I have not tried it myself but
it might work.

Create your skin using the quake2 palett or by
converting to the quake2 palett when your done
then save the image to .BMP format.

Now load the model you want to use the skin with
in NST and load the BMP skin and then save it to
PCX in that program. That should work...i think.
